I've seen a lot of hack jobs and swiss cheese action rings, that can only be saved by making custom machined bases to account for the crooked holes. So before you take the old hand drill to your receiver, the best way to get the scope mount holes spaced right, square, and on top center of the receiver rings is with a jig. This is a Wheeler drilling jig, available form Sporter Express, Midway or Brownells, for under $50. It's worth it even if you only do one rifle with it and sell it off on ebay for $35.

I have almost that same exact setup. The only difference is the jig I have features changeable distance holes to accommodate different hole spacing for different firearms, and clamps in the vise surrounding the action.
