My brother who is a novice shooter has realized that he's left eye dominant. My understanding is that means he's a lefty shooter - no choice involved.
1) Is he neccessarily a lefty shooter 2) If he is, any suggestions specifically for a leftly?

I remember him trying to lay his opposite eye / head over a "bat" while playing Army when we were kids. He might be left eye dominant then. He might have to switch his particular firearm to his left side and "re-learn" how to shoot from his other side. Not many folks have luck when trying to shoot with the "other eye" from the "other side". Whether right or left side in the eye or hand.

That's what I had heard too. I was looking down range (25 yard indoor range) while he was trying to shoot righty with his left eye. He was hitting the backstop almost a full lane over. We started him on shooting lefty but now we need to find firearms with either a left side ejection port or a bottom facing ejection port. I seem to remember that the Calico company had made some like that way back when, but they're out of business and somewhat rare.
Any ideas?

If he was using a rifle there is a company called STAG Arms that makes left and right AR-15 style rifles. Lever actions like the Marlin or Winchester are a good compromise for left handed people. Handguns are pretty much universal whether a semi auto or a revolver.
Bolt actions can be had in left handed configurations as well. Ruger is a great rifle. Craig Boddington who writes for Guns & Ammo magazine and is on the Sportsman Channel mostly uses left handed rifles, unless he is testing a new rifle that is set up for right handed people. Remington also makes Left Handed actions as well IIRC.
Pump shotguns, semi auto shotguns are dominantly made for right handed shooters, but I have seen lefty's handle them very well. Side by Side doubles and over and under doubles are very universal too.
I have a friend not far from me now who is Dominant Left Handed. He has a Ruger M-77 in .30-06 in Right Hand bolt and he can shoot that without a hitch! He just reaches over the scope and down and works the bolt with his left hand. The guy he bought the gun from was a right handed shooter and my left handed friend can out shoot him with it!
