Necked down .30-30 / .32 Win. Spl. brass to 6.5mm / 6mm STRICTLY for use in single shot firearms, possibly throw in the Parker Otto Ackley Improvement. Or if possible, necked down to .22 for single shot firearms and use the heavier grain weight bullets with Ackley Imp.?
OR......
Neck down 7.62x54Rmm or .303 British to above calibers as well?

I don't think the 30-30 case would be big enough but the 303 case has been successfully used when necked down to smaller bore calibers in the TC Contender. Good ideas.

I've heard of and have seen some of the Canadian Epps conversions based on the .303 British casing, I don't know how long the list actually is.
Mr. Epps was a Canadian Gent that was kind of like the P.O. Ackley of his time but expressly as far as I know strictly worked with .303 British casings.
There are several other countries that will not allow their citizens to own "Military Calibers" for some dumb reason or another, but by necking up or down those same casings to alter the original military caliber is ok by their Government / Regime / Dictatorship or what have you.
Also, I was thinking along the lines of the 7-30 Waters, for a while it was a hit but I figured the calibers mentioned above would better, but I like the idea of the .303 British casing better.

I used to have a barrel for my TC Contender that was 7-30 waters that I'd rechambered to 30-30 ai. It was DEADLY on deer & groundhogs out to 300-350 yards (deer within 250). I STILL regret selling that contender w/6 barrels.
